Agriculture CS Mithika Linturi Cleared Of Impeachment Charges

Agriculture Cabinet Secretary (CS) Mithika Linturi has been cleared of impeachment charges after a parliamentary committee voted in his favor.

Committee Rejects Impeachment Motion

A special committee of 11 members was formed to investigate allegations against CS Linturi. These allegations stemmed from the distribution of allegedly fake fertilizer by the National Cereals and Produce Board (NCPB).

Committee chairperson, Marsabit Woman Representative Naomi Waqo, announced the outcome. Seven members voted against impeachment, while four members dissented and submitted a minority report.

Original Charges

The initial impeachment motion, approved on May 2nd, 2024, accused CS Linturi of:

  • Gross violation of the Constitution.
  • Serious misconduct.
  • Failing to fulfill his public duties with transparency and trust.
  • Approving the procurement and distribution of fake fertilizer by the NCPB.
  • Signing an agreement for the supply of a misrepresented chemical fertilizer.

CS Linturi’s Defense

CS Linturi, represented by lawyer Muthomi Thiankolu, argued that the accusations lacked specifics and direct connection to him. He maintained that Cabinet Secretaries are not directly involved in procurement processes and placed responsibility on the NCPB Managing Director.

While the committee’s decision clears CS Linturi of the immediate threat of impeachment, the details of the minority report and potential future actions remain to be seen.
