Parliament Approves Social Media Tax

Social media tax will be effective starting next financial year after parliament passed the Excise Duty (Amendment) Bill, 2018 yesterday evening.

The bill also approved the proposed tax on mobile money transactions and old vehicles.

Social media users will be charged Shs70,000 annually.

The committee Vice Chairperson Joy Katali defended the new tax arguing that communication has now shifted from mere phone calls to using the internet.

“Voice and messaging traffic has migrated from conventional voice calls and messaging to voice over the internet and online messaging, through applications like WhatsApp, Viber and Skype referred to as over the top (OTT) service yet these services don’t attract excise duty unlike voice calls that attract VAT and  excise duty,” said Katali.

“This is unfair and inequitable for consumers who buy airtime & use it to make voice compared to those who buy internet data and make voice calls.”

National council of sports Rewards Commonwealth Games Meadalists

National Council of Sports has rewarded 2018 Australia Commonwealth medalists with Shs100m as a token to thank them for marketing Uganda.  In a ceremony held at the NCS office at Lugogo, Bosco Onyik, the Chairperson of the institution said; “As a nation, we would like to most sincerely thank you for marketing Uganda, for flying our national flag and making all Ugandans proud.”

Double gold medalist in men’s 5000m and 10,000m Joshua Cheptegei was recognized with a cash prize of Shs50m.  Chesang Stella another gold winner in the women’s 10,000m was rewarded with Shs20m. Marathon silver medalist Solomon Mutai scooped Shs15m and Mercyline Chelangat and Juma Miiro who both won Bronze in 10,000m and boxing respectively got Shs7.5m each.

The NCS Chairman further promised to continue implementing its mandates of improvement of sports facilities, strategic interventions aimed at facilitating and improving welfare of former &current athletes and finally increased financial support to all sports spheres.

Jennifer Musisi Speaks Out on KCCA Budget cuts

In the ongoing media owners breakfast meeting at Golden Tulip Hotel in Kampala, Kampala City Council Authority Director, Jeniffer Musisi revealed that the achieved objectives in her tenure are due to trust in the institution despite various challenges like getting a low budget allocation from government

“KCCA is now a credible and trusted institution by local and foreign funders. All these are because the institution is trusted. KCCA is the second most procurement compliant institution in Uganda,” Jenniffer Musisi said.

According to Musisi, during her seven years in office, KCCA has increased its asset value from Shs45bn to Shs549bn. And this was achieved by recovering many assets that had fallen in the hands of grabbers and thieves.

Furthermore she revealed that the annual Kampala City festival will be launched tomorrow and the theme of raising  money for schools will still stand.

Government Declares Three Day National Mourning to Commemorate Kiryandongo Accident

The government has declared three days of national mourning. Flags will be flown at half mast starting Sunday till Tuesday in honour of those who lost their lives in the nasty Kiryadongo accident . The Kampala bound Gaga bus rammed into a tractor killing over 30 on spot. The death toll has reportedly been rising.

According to Office of Prime Minister,  families of victims will receive Shs5m towards burial arrangements while those injured will receive Shs3m.

Woman Kidnaps Herself to Test boyfriend’s Love

Police in Kampala have arrested a 22-year-old woman for faking own kidnap as a way of testing her boyfriend’s love. Amina Mirembe made calls to her boyfriend James Mugoda claiming that she had been kidnapped by two men, who were asking for a Shs500,000 ransom on Sunday at 2am.

 

The boyfriend immediately reported a case at Ntinda Police Station and the anti kidnap teams swung immediately into action.

On failure to receive the intended ransom,Mirembe later sympathised with her boyfriend and called him saying she had been rescued by a police patrol vehicle.

However the security agencies in a bid to bring the reported case to a logical conclusion, tracked and found her lying on a bed, playing with her mobile phone with no sign of the alleged kidnappers at the scene.

Upon questioning the detectives found out that her statements were not coordinated given that no police patrol had been involved in any rescue.

Mirembe later admitted that she had made up the story because she thought another woman was interested in her boyfriend and she just wanted to see if he ‘truly cared about her’.

Mirembe is currently detained at Kira Road Police Station for giving false information and is to be arraigned before court.

Woman fakes her own Kidnap to get money from her mother

Police in Kawempe has arrested another 27-year-old Najjim Gonza, a food vendor in Jinja for faking her own kidnap and demanding ransom from her parents. She reportedly planned to escape and live with her boyfriend Festo Kigomba who works in Maganjo Milling Factory in Kawempe.

In a statement recorded at police, after Gonza’s boyfriend went to work, she called her own mother demanding for Shs6million ransom before her imaginary captors kill her. Her family immediately reported to police and her phone details were traced to be at her boyfriend’s house.

The unsuspecting boyfriend led investigators to his home and the allegedly kidnapped girlfriend was found cooking supper for the two. On arrest Gonza disclosed that she wanted the money to start a new life with the boyfriend.

Meet young This Plant growing Campuser

Daphine Kiconco hails from a fairly well-to-do background, but the 24 year old felt she was not content simply relying and surviving on  her parents for every requirement while at campus. She decided she would banish her pride, allow her hands go dirty so that she could take care of the ‘small things’ like course handouts by herself. That is how she decided to venture into growing flowers as her alternative source of income.

According to Daphine, she did not automatically discover the ‘gold’ in growing flowers. She had reluctantly set up a simple flower garden at her home place in Gayaza but one bright Sunday when a birthday picnic  was held at her place, a friend (Sandra) who had also come by for the party had a look at Sandra’s flower garden and encouraged her to press on with growing flowers. The friend, Daphine recalled, convinced her she could really make money out of this venture if at all she could invest her time into looking for the best-selling flower species.

Daphine’s friend Sandra owns a flower  shop in Wandegeya but she doesn’t grow flowers, instead she sells them, both natural and artificial.

“The fact that my lectures begin in the evenings left me thinking of a productive way of using my morning hours so I decided to concentrate on my flower project. With the inspiration from how my friend Sandra had managed to be successful through selling flowers I felt this was the actual time for me to invest big in growing flowers,” Daphine told Matooke Republic.

When she was certain this was the direction to take, Daphine reached out to her parents for advice and after what was quite a long discussion, she was ready to start, thanks also to the fact that she was already well versed with the best species of flowers to suit her intended flower garden size.

“I personally loved flowers ever since I was young; carrying them, playing with them…, but by this time my passion was far beyond just playing with them but growing them. One thing I had never admired in life was farming but it’s sort of another story when it comes to growing flowers because they do not require a lot of space, they can even be grown on verandas in pots,” she explained.

“My parents gave me the green light to use our compound at home to set up a bigger garden, and my initial capital was Shs300,000 which I also got from my parents. Even after that big contribution, they would still help me access various flower species according to how my friend Sandra always directed me, and that’s how I began,” she said.

Unlike other plants, flowers do not need a lot of a lot of care and attention, rather they only require frequent irrigation – about  three times a day. Some species mature in a period of two months and others even more than that.

After one and half years in the field,  Daphine told us she has gained more experience in growing flowers which are not only used on events but also for domestic purposes and at burial ceremonies.

“My flowers sell between Shs5,000 and Shs25,000. My initial target was florist friends of mine who own flower shops around town so  I have  been supplying them with a variety of flowers. When my flowers are fully grown I can be in position to sell flowers worth Shs150,000 a week. However, my dream is to widen my project to reach a level of exporting them,” she asserted.

The Bachelor’s in Business Administration finalist at MUBS said out of growing flowers, she has managed to pursue her course without putting her parents under any financial pressure and her venture has enabled her make friends in the business field, not forgetting to mention that she is already enjoying being her own boss despite still being a student at campus.

This is not to say that the student ‘farmer’ does not encounter any challenges, with the most common of these according to Daphine being fluctuations in the market prices of flowers and high transport charges.

 

Man Murders sister, Rapes her body to take over her Land

Police in Kasangati has arrested Man for his elder Sister’s Murder alongside two other suspects with intent to take control over her three plots.

The 32 years old Luwum Street businesswoman Ms Elizabeth Nakato alias Mulongo died of fatal injuries on her head on Friday 6th April 2018 and was dumped at Kakelenge, Mattuga, Kasangati Subcounty in Wakiso District.

Police have in custody Nakato’s brother Pius Mugambwa,26, Sunday Nsubuga,32 a cab driver and Kasim Mpalanyi alias engineer aged 37.

For a long time Mugambwa had been a great confidant to his sister that they always shared every good thing in life together. Little did she know that the brother was trying to build trust as part of the bigger plan. For the past few weeks Nakato confided in the brother on how she intended to sell her plots of land so that she could acquire another close to the city.

A fully coordinated plan was hatched by Pius Mugambwa together with his colleague Kassim Mpalanyi and made calls to the deceased to get ready to meet the land buyers. However the actual plan according to the confession made by the suspects states that the main intention was to eliminate her and distribute the plots amongst themselves once the mission was complete. Mugambwa Pius was to assume ownership over the two plots in Mpoma, the colleague was to be awarded with one plot located in Bukerere and the driver to be paid a sum of one million Uganda Shillings.

Since Nakato had been convinced that she was going to meet the buyers, the brother told her to come along with all the sales agreements so that the deal could be sealed however at the back of their minds knew they would gain full ownership having access to the original documents.

The suspects hired a Premio vehicle registration number UAK 824H which was being driven by a one Sunday Nsubuga. However before picking up the deceased, the trio made stopover and Mpalanyi who is also a property broker at Infinity Properties and Brokers Limited picked up a black backpack which he kept in the rear seats.

THE MURDER

Nakato was picked up around Namugongo Shrine at 3p.m. and according to the suspects she was seemingly excited that she would finally find a buyer for her plots of land. Few miles later, Mpalanyi pounced on her and began to strangle her while the brother held the legs to weaken her. After a long scuffle Mpalanyi drew out a hammer out of the backpack and hit her five times on her head killing her instantly.

THE RAPE

He then told the brother that the only way to cover up the murder was to rape the deceased so that the crime would tend to be just like other reported cases of women murders for he thought this would make it hard for the investigators to solve the murderous act. The brother together with Mpalanyi took turns by having canal knowledge with the deceased body and dumped her in Kakelenge, Matuga Kasangati Subcounty in Wakiso District. Mpalanyi who then felt he had played the biggest part in the mission decided to carry with him the deceased’s phone, and sales agreements.

On returning the vehicle back to the washing bay, the workers (kanaabe) realized that there were blood stains all over however Nsubuga claimed it was chicken blood that was left by witchdoctors during the journey. The concerned citizens rushed and reported at Kanyanya Police Station who responded,impounded the vehicle and arrested the driver.

Blood samples were taken to Government Analytical Laboratory(GAL) in Wandegeya which revealed these were human blood stains. This acted as a perfect lead for the investigators to net the actual suspects.

On search at the home of Kasim Mpalanyi, the phone belonging to the deceased was recovered, a story book containing the names of her son and two sales agreements were recovered. One original sales agreement containing the names of the deceased was recovered together with a duplicated one indicating that she has sold her plots to someone else.

The three suspects are currently detained at Kasangati Police Station charged with aggravated murder and rape. Vide CRB 103/2018.

URA kicks off Landlord registration for rental tax collection

Tax collectors, Uganda Revenue Authority has kicked off door to door registration of landlords for rental tax collection. According to Henry Saka, the URA Commissioner Domestic Taxes, the exercise has commenced in parts of Kampala and will be rolled out countrywide.

The body thus calls forth landlords in areas of Kira, Najeera, Naalya, Kiwatule, Kisaasi, Ntinda, Kamapla Central Business District, Nsambya, Muyenga, Naguru, Mutundwe, Luzira, Entebbe road among others.

 

The tax body warns landlords that they will soon begin inspection to ensure adherence.

Islamic University Suspends Students for engaging in realtionships

Islamic University in Uganda has come out to clarify on the alleged suspension of students over being involved in love affairs. According to the university, there were various cases which included theft and pregnancy outside marriage.

“The fact is that the University handled 23 disciplinary cases at the Disciplinary Committee meeting that sat on 13th April 2018. The cases handled included theft, consumption of alcohol and pregnancy outside marriage, among others; whose punishments range from an apology to discontinuation according to the University policies. Those out of the 10 discontinuation cases, only two were final year students”, Rehema Kantono, the PRO stated.

She further clarified that students were urged to appeal.

“It is important to note that several of those students, who were not satisfied with the decision of the Disciplinary Committee appealed against the decision to the Executive Board, the highest decision making body of the University, and those who were meeting the financial requirements were allowed to sit for their examinations.We also wish to inform the public that a formal communication about these disciplinary cases shall be released on Thursday 26th April, 2018 after the Executive Board has handled the appeal cases”, she stated.

Mukono Man Arrested for Murdering Two year old over Argument with its Mother

Mukono Police station has arrested a man who is alleged to have beheaded his two year old step daughter with the help of accomplices. This was due to a sour relationship between the man and mother of the baby.

According to police, the murder of the girl happened early Sunday morning and suspects have been identified as Livingstone Ssebunya and Robert Kato residents of Zingola Fishing Camp,Bugombe Parish, Kome Subcounty in Mukono District.

The body was found lying in the bush three metres away from the shrine belonging to Ssebunya. He confessed to having committed the terrible act due to the misunderstandings between him and the victim’s mother.

Teenagers Arrested for murdering their own brother

Three siblings (teenagers) are in police custody at Kakumiro Police Station in Kakumiro district for allegedly murdering their own brother. The deceased is 20-year-old Robert Ndyanabo, a resident of Mpasana trading center.

 

According to John Kyaligonza, the Officer in Charge of Criminal Investigations Kakumiro Central Police Station, the trio, all minors waylaid Ndyanabo on his way from Mpasana trading center and hacked him to death on Saturday night at around 11pm.

 

Kyaligonza explains that the suspects cut the deceased several times on the head and face before fleeing from the crime scene. Ndyanabo’s lifeless body was later found lying in a pool of blood along Omukibate Street.

 

Police indicates that Residents pursued the trio and arrested them from their hideout in a bush near Mpasana trading center, before handing them in to Kakumiro police where they are in custody.

 

Kyaligonza adds that police hasn’t yet established the reason the trio hacked their brother. He says the suspects will be arraigned in court for murder once the investigations are complete.

 

The medical report indicates that Ndyanabo succumbed to excessive bleeding. Kyaligonza attributes most murder cases to land wrangle and domestic violence, which he says are rampant in the area.

Museveni Promises 5million salary and Accomodation to Medal winners

Yesterday President Museveni together with the First Lady Janet hosted Uganda’s contingent that returned from the Commonwealth Games in Australia on Thursday, to a luncheon at State House Entebbe.

During his address, Museveni confirmed that he will fulfill his pledges saying; “I made a promise that whoever wins a gold medal at an international or continental competition would get a monthly salary of Shs5 million, a silver Shs3 million and Shs1 million for bronze. The five medalists today will get onto the payroll. I have also been told of some arrears to other athletes, they will be cleared.”

“Likewise, I will build a house for Cheptegei and Chesang who won gold medals, like I have done for previous gold medalist”.

She was my Girlfriend but i dumped her- Makerere University Administrator

Edward Kisuze, the embattled Makerere University assistant administrative assistant at the office of the academic registrar has reportedly claimed that Njeri Rachael, the lady pinning him in a sexual harassment case was actually his girlfriend.

According to The Grape Vine, Edward Kisuze’s brother Mugerwa Enoch revealed that his embattled brother, Edward, a married man, confessed to having an affair with Rachael before the relationship turned sour when he dumped her for another catch.

“Mugerwa, a car dealer we found at Wandegeya Police Station where Edward is currently held claims his brother has told him that they he was having an affair with Rachael but later dumped her for her friend, a one Nalunga Christine”, The Grape Vine reported.

Kisuze further alleges that the photo circulating online was taken when they were still in love.

However,  Njoroge Racheal Njeri Reg No:13/k/2347/eve states that she went to Makerere University on 13/4/2018 to certify her transcript and pick up her recommendation letter on the day Kisuze pounced on her like a hungry lion and licked her private parts.

Edward Kisuze is currently suspended by the university pending investigation.

Pakistan Authorities shutdown “fake” Embassy in Uganda run by Angella katatumba

The High Commission for Pakistan in Nairobi has described the honorary Consulate of Pakistani currently operating in Uganda under Ugandan singer and songwriter Angella Katatumba as fake, fictitious and with no legal authority.

In a letter dated March 13, 2018 and copied to the High Commission in Nairobi Kenya, all diplomatic missions, international organisations, consulates and Pakistani Association in Uganda, among others, the commission says the “so-called honorary consulate of Islamic Republic of Pakistan in Uganda had been ceased to function with the demise of Boney Katatumba.”

“This High Commission requests the esteemed ministry of foreign affairs in Uganda, that all concerned authorities in the Republic of Uganda, including the immigration authorities may please be notified after the closure of the Honorary Consulate in Kampala, no consular documents whatsoever purportedly issued by anyone in the name of Consulate Pakistan may be accepted by the Ugandan authorities, “further reads the letter.

Ministry of Ethics Says they are not buying Pornography Machine

In 2016, Ethics and Integrity minister Fr. Simon Lokodo, stated that the Pornography Control Committee would ship in a Shs2b machine to detect pornography. However, during a press briefing yesterday, committee chairperson Dr. Annette Kezaabu Kasimbazi revealed that they have not purchased the machine and they don’t intend to.

According to Dr Kezaabu, the committee only intends to purchase software that will be used to monitor and detect the kind of content shared on various platforms.

In efforts to block pornographic content in the country, the chairperson disclosed that they will be working with the Uganda Communications Commission and National Information Technology Authority Uganda (NITA) to block pornographic content.

“Prophet Elvis Mbonye is The Only Jesus i Know”- Ruyonga

Last week,  in a way to convey his birthday message to prophet Elvis Mbonye, rapper Edwin Ruyonga stated that he  sees no difference between Jesus and Prophet Elvis Mbonye. He also described him as his father who has helped him spiritually. His message caused mixed reactions amongst his of his fans and followers on social media.

Ruyonga is a Gospel singer who has been seen on several occasions kissing the Prophets feet as a sign of respect. This was in an honoring ceremony the church organized for their Pastor.

But a lot of question have to be asked about what exactly the purpose of this is.

To explain more about his message, Ruyonga has yet again described the prophet as ‘the only God and the only Jesus he ascribes to’.

“Good morning. The post I made on Prophet’s birthday was a bit vague, so I’ll clarify.Prophet Elvis Mbonye IS Jesus, made visible. He is the Holy Spirit, made audible. And He is God himself made accessible. He is the highest if not only voice of authority empowered by God on this ENTIRE planet, and his is the only God and the only Jesus I ascribe to. I boldly and gladly dispute the existence or authenticity of any other.This is a love message,” Ruyonga posted.

Ofwono Opondo says Taxing Social Media will push Ugandans to innovate more

Government intention of imposing taxes on social media apps especially WhatsApp, FaceBook and Twitter has attracted a fair share of criticism. Government spokesperson Ofwono Opondo has defended President Museveni’s proposal saying  it’s better for citizens to come up with their own version of apps.

“President Museveni wasn’t talking about double taxing social media but his intention was to help Ugandans to make their own home based applications,” Opondo stated while appearing on Frontline Show.

“The point Museveni is making will help Ugandans make their apps. In China, the equivalent of Facebook is called Alibaba,” he added.

According to internetstats.com, Uganda has 19m internet users as per December 2017 in a population of 44m which registers and increase of 42% from 2000.

Ibanda Teacher arrested for defiling his student

Remember the phrase; “You eateth where you worketh?” Well, this does not apply to teachers. Ibanda district Police has in custody a shameless man believed to be 30 years on allegations of defilement of a student.

 

Identified as Charles Rutaremwa, a teacher at  Kamwenge College School in Ganyenda parish in Kamwenge District, the suspect was on Wednesday picked from 002 Guest House in Ibanda town where he had reportedly spent a night with a 16-year-old girl who is a student at the same school.

 

Rutaremwa is a resident of Kichwamba village in Kaurashokye parish Ntara sub-county in Kamwenge district.

 

According to Ibanda district police commander Rodgers Chebene, police got information from a concerned citizen who alerted them before they moved in to pick the two. The suspect is being held at Ibanda police station as investigations into the matter continue.

Police Arrests attacker of Namirembe Bishop, he has no mental health issues

Police are currently holding the 35 year old man who tried to attack the Bishop of Namirembe Diocese Kityo Luwalira as he was preparing for the Easter Service. The family of the suspect, who has been identified as Herbert Kaddu, says he has a history of mental illness.

It was towards the end of the Easter morning service, when a man that has been identified as Herbert, ran towards the Holy Altar while holding a big stick. Kaddu who was clad in a bark-cloth, beat security and sprinted through the main corridor towards the bishop who was preaching.

However, he failed to jump high enough past the wooden barricade and dived in.
He was then captured by the ushers and other security personnel before he could get to the bishop.

Bishop Luwalira defined the incident as ‘the power of darkness,’ that was trounced the power of God.
